The candidates applying for Heilongjiang Government Scholarship should be International applicants. The applicants for a Bachelor's degree should have a diploma equivalent to Chinese high-school graduate, be under 25 years of age and meet the host institution's eligibility criteria. The candidates applying for a master’s degree should be under the age of 35, should have a bachelor's degree and submit two recommendation letters from professors or associate professors. The doctoral candidates should have a master's degree, be under the age of 40 and submit two recommendation letters from professors or associate professors. The applicants should not be currently studying in China and should not be in receipt of any other scholarships.
